strongly advise against messing with anything related to mail. USPS is legally brutal and does not play around. that's federal legal territory. the chia seed suggestions were great

Alternative suggestion, tie the string of the tampon to his door knocker or alternate surface (best if red marker is used on the tampon)

y'all bout to get OP charged 🤦 you need plausible deniability. anything with tampons or pads or blood is not only obvious, but arguably harassment and possibly assault (before anybody says something about a physical act, know that assault frequently involves no physical contact). he could also get a restraining order. if chia seeds start growing on his front carpet there's basically no recourse unless he records his porch

and frankly much worse cleanup if they sprout. a tampon takes one latex glove and 10 seconds to dispose. moldy chia seed growing into a carpet? yeah that'll cost, plus he might have to vacate if it's bad enough
