I think this is called a Russian manicure? You might need to find a nail tech who specializes in a service like that

A Russian manicure is all the cuticle work and trimming. It’s not this look specifically.

They’re super unhealthy btw. Don’t get them. They’re aesthetic until you get a cuticle infection and that shit HURTS.
