I will say, if it's glands, tread very lightly I would not be reporting her for neglect unless you KNOW she hasn't taken him/her to the vet. I have a senior dog who has to get his glands released, and every time he farts, just smells terrible. We took him immediately to the vet, other than his check ups, and maintenance for it- there isn't really a cure.... he's just old. I do find it weird tho that she doesn't do anything with him .... no walks, no play time? nothing?
Awe poor dog, he sounds like my friends rescue dog (except she takes great care of him). Because of separation anxiety-every time someone leaves the house - could be only ten minutes- he jumps all over them happy, excited from abandonment issues. If it's not that- it means the dog is overstimulated from not getting any excersize, and doesn't have an outlet for it. Either way, needs more quality time and attention from owner
