I recommend finding a doctor near you that does tubal ligations without needing partner, consent or requirements of prior children. Also building a close relationship with your provider definitely helps when asking them to fight for coverage for these kinds of surgeries that aren't normally covered by insurance. There is a list somewhere of providers in the US that will do tubals without asking questions but, I am unsure of the link.

That is a link for a list of doctors who will perform Tubals with little to no hoopla prior. Most of what you need to do beforehand is usually for insurance coverage rather than them actually questioning your decision.
