I’d argue that he is a irresponsible pet owner. Why was his dog in the road to begin with? Unless of course that driver hit the dog on purpose if it was totally unavoidable.

i’m only theorizing but it says something about how the dog owner got out of his car after the car in front of him hit his dog, so it’s possible the dog had run away (accidents happen) and the dog owner was out looking for him

Exactly, accidents happen. So it’s not his fault that the dog ran out in front of him. No need to hold someone at gunpoint over an accident on both ends.
