I think yes in most contexts. If it’s with someone you have a deep relationship with and they really want to do something and your answer is just “I don’t want to” with no explanation for your answer then it can be really confusing and hurtful to the other person.

My favorite is when the characters don’t know each other yet and are on their own separate journeys and eventually those journeys collide and create this big beautiful masterpiece (Priory of the Orange Tree)
