Now that you've tried twice you need to stand firm in the boundary, don't sit down and get comfy to tell him. Stand up ready to leave as soon as you're done, try and bring someone with you so they can stop him trying to intercept.

I thought I’ve been firm but he constantly reminds me of all the stuff he’s done for me and how he’s helped me through hard times, so it just feels like I’m stuck. I’ve been doing it over the phone as well because he tends to cry like a child and freak out.

it does not matter what he's done for you, i'm serious this is such toxic behavior and you need to leave. He could've given you the world, if you are miserable and his family doesn't accept you as one of their own you will never find your place and this will be the same situation in 10 years if you don't stand up and leave. He can cry all he wants but if he loved you he'd want you to be happy if that's with him or not, not try and convince you to stay just for his sake
