Unfortunately you can’t target weight gain or weight loss in any specific areas

more calories will cause you to gain weight. weight cannot be gained in any one place. muscle growth (quads, glutes, etc.) can be targeted through strength training & a high protein diet. but if your concern is hip dips, you cannot really “fill in” hip dips through muscle growth super effectively, as much as people may try to sell you on it.
