block him. you've been more than clear and he's being an annoying attention seeker. Just block him and if he asks why you blocked him (like if you see him in person) tell him he wasn't getting the hint and you've had enough of him.

we do go to the same college and we are neighbors, i’m honestly thinking very hard about blocking him, but we are also in the same friend group…it’s a frigging dilemma, at least for me. is there another way if not blocking? 😔

how does he act with the other ppl in your friend group? if you were to talk to one of them that you're close to and explain the situation that might help. you could also just fuck it and block him. he has no right to be mad about it when you've been very clear about your boundaries
