In my (admittedly limited) experience, this is often true for citizens but not always for specialist expats. As a degree-holding expat moving there to work, pay tends to be fairly good (depending on your work contract and where you live, of course). Based on the work contracts I am looking at, I could live a reasonably decent middle class/upper middle class lifestyle in the right city and with the right financial planning!
