Not possible unless they have access to a completely separate iPhone, as these accounts are double linked - IP and phone #. If one of those is the same to an existing account, it doesn’t let you make a new account on that device

Possible but prohibitively expensive and hassle-filled. It’s more likely that it’s just two people who have similar views, they could even be friends sharing posts with each other to comment on
