It’s ridiculous nowadays. My fiancé is a pilot with over 250 flight hours, which used to be an instant in with any small plane pilot position (stuff like aerial photography, flight instructing, even some smaller regional airports) but he can’t get a call back from anyone because the requirements are up about 100 more hours than when he started school.
It’s most likely an automated message they sent to multiple candidates not actually a dig at your specific background/ qualifications. That being said if you really have applied to so many positions I recommend having some fun with a resume for some (what’s the worst that’ll happen you don’t get it?) get really into it accent colors formatting etc it’ll give you a chance to remind yourself that you do have a good background and might make some of these automatic rejection positions might rethink
And as for myself, I have a bachelor’s in political science and business, and a year of law school experience. I’m now in my third year in a journalism position that has nothing to do with any of that for $21/hr. Not once did any of my employers say “hey you’re actually pretty overqualified for this job”
