you can never really target fat. however it you’re exercising and want an area to look more toned, do more exercises of that area. in your case bicep workouts, tricep workouts, and some shoulder. do pull-ups or deadhangs if you can’t. use the machine assist pull-ups

Unfort you can’t target fat loss, you can target muscle growth 🤩 so keep lifting heavy + a slight cal def should get you where u wanna be
