Im like 5’2-5’3 and for me a lot of my weight in my stomach was caused by hormonal issues and digestive problems making the stomach area bloat. The remaining weight started reducing once I was in calorie deficit and started walking a whole bunch

u cant spot reduce fat but building muscle increases the calories u burn at rest! i would focus on a high protein diet and building muscle and THEN going into a safe, high protein calorie deficit
