lats and delts should absolutely be your top priority. Most obvious flaw in your physique is the blocky waist, which is fixed by widening your frame.

You have a very well defined waist but in terms of proportion it’s definitely thick, I would heavily prioritize chest, lats, and shoulders to widen your upper frame in order to get a better taper

100% you should work on those lats to balance things out. It seems like you’re overall trying to go for a well-rounded and attractive physique rather than maximizing strength, so in light of that you could probably cut a little more.

If you’re trying to grow, increase your calories. You have abs because you’re skinny. If you can maintain abs at a higher weight that’s what you call abs. Start training everything in unison, that means legs too!
