introduce yourself, and then compliment him. Something like “hey, my name is __ and I wanted to say I’ve seen you around here and I really like xyz (about his physique, outfit, vibe). Have a good one!” Then leave!! Then say hi next time you see them. It’s long game and even if it doesn’t work out at least you were kind to someone. Best of luck

If he drives there you can always leave a note with some sweet words on his car, should make sure he knows who it’s from though
