It’s because they either have an image of their specific progress in their head and don’t realize others won’t have the same image or they don’t care about progress and only the attention brought by posting themselves shirtless / flexing.

In my opinion a progress pic is a progress pic with or without the before picture it’s progress to yourself not others posting it online is more of an ego thing as well tho personally I avoid all that progress is mainly for myself not others to see
