i fear my brother is literally nearly shredded and still has those, if it is body fat then it probably the last area for most men to lose fat in? i don't think they are unattractive though. Maybe buy clothes with a larger waistband if you want it to be less accentuated in photos?

Wear waistband lower or get bigger waistband

Not lean enough yet some people just store a good amount of fat there
