any tips for female to become more lean than muscular

I'm gonna be honest if you're a natural female lifter you do not need to worry about becoming muscular. Just keep your bodyfat% low to maintain that "lean and fit" look.

If you want to lose fat just make sure you're eating less calories than you burn

I am doing that, I do a lot of cardio but I seem to mainly get bulk muscle and I am wondering if I should switch to more veggies less meat

What is bulk muscle? You either grow muscle or you don't. If you don't like how much muscle you have, stop working out

Looking "bulky" for women is just a result of having too much body fat not too much muscle, you likely need to go on a cut. Slightly decrease your calories and keep doing cardio
