Honestly the best thing you can do is focus and lifting weights and doing cardio. Keep in mind that weight loss happens if you're eating less calories than you burn so make sure you're not overeating

Stay in a slight calorie deficit with a lot of protein, and work out your legs and glutes hard and often. As long as you are doing that you will lose body fat and your legs and glutes will grow, especially if you are totally new to the gym

Calorie deficit and leg work out. If you search that in YouTube you'll get about 5000 videos explaining how to do just that

Make sure you do high reps so you don’t get too bulkly with all that muscle. For the belly fat do a bunch of sit ups to spot reduce the fat off of your stomach and do jumping jacks to spot reduce the fat off your back. Do 15 minutes on the stair master and that will tone all your lower muscles

Keep in mind that if you are losing body fat you will use it throughout your entire body. You cannot spot reduce.

I would just recommend trying eat a balanced diet typically at the dining hall I would eat a meat source, a carb source, and vegetables. And that was pretty much how I picked out all my meals. I would just stay away from greasy foods because they tend to be super calorie dense
