
It could be but I’d have to know what you look like to know for sure. More like it’s either just the way your fat is distributed across your body, it’s different for everybody. For women it’s generally the hips and abdomen so it will be the last place to lean out. It could be bloating, it could be anterior pelvic tilt (the base of your torso rotates forward making it appear that your stomach has shape to it but it’s actually your uterus, this is much more common than people think).
As for what to do about it: a very modest cut with high protein will get you however lean you want to be but depending on which of one those things describes you it might not be worth it. Some people store fat in other places and just don’t have to get that lean to get rid of it. Also a fast aggressive cut at 18 isn’t good for you, so it would take a many many months of eating high protein slightly under maintenance unless you want to effect development and maintain muscle.
You would be way better at putting on muscle mass if you are at a lower bfp. You will be more insulin sensitive therefore you will be more efficient in directing energy towards hypertrophy. Higher bfp will make you less insulin sensitive and therefore not as efficient as when you are lean
