It was often associated with health and fertility, partially because syphilis can cause hair loss. It was common for sex-workers to shave to prevent pubic lice, and then wear pubic wigs for their clients. In Georgian era Britain (1700-1800ish) it became sort of a fetish culture, and some lovers would exchange pubic hair as a token.
