Only citizens are eligible for welfare, SNAP, etc. As in, you have to have a SSN to qualify.

This exactly. Farmers in Texas are complaining their crops will rot in the fields because there is nobody to harvest them. White people in Texas on welfare complaining that "immigrants are taking their jobs" but they won't do the jobs that are available.
