SCOTUS has ruled several times that flag burning is protected speech. And the proper way to dispose of damaged flag is to burn it.

Perhaps not. But protesters overseas burn American flags all the time. If burning our own flag is protected speech, there is no reason burning someone else's wouldn't also be protected.
