Colonies lobby the imperial core often to convince them that they’re the most important part of the empire, that they should be prioritize above the rest of it and that they should be where the empire’s resources are prioritized, as Israel does with the US—and many others do, but imo Israel is more effective than most due to its strategic position—and politicians might have their finances more tied up in the colony, but it does not change which is the colony
America took over much of the former British Empire after WWII but with less direct administration, with America instead operating with vassal states to allow a veneer of separation and avoid accountability for the actions of the colony Just like when the Roman Empire used Jews as tax collectors so that people would associate their hate with Jews instead of the empire, the vassal states having a degree of independence within US parameters allows America to take significantly reduced blame
