I mean i wish i knew what exactly you were quoting but i can think of a few reasons -to set the scene -for emphasis -to indicate a personal experience Like there are narrative/rhetorical reasons to say that, and you agree that the statement does not imply that it wasn’t the case everywhere, so like wdym “wdym”
