I would say no, mostly because it’s impossible to draw the line, there would be way too many grey areas of what is considered hate speech or not. Any exception we try to make to free speech will just cause people to push right up to the line, as well as allow it to get twisted and criminalize some things that should be protected. Also, what would the punishment even be? It doesn’t make a ton of sense to give jail time for even serious hate speech if no actions went with it
