Get whatever fits your biggest measurement. You can always get it adjusted, sew it yourself, or use safety pins to adjust the fit wherever it’s too loose

you’re wearing the dress at waist level not hip level.

so for reference I'm 5'2, my waist is 24in, and my hips are 36in and my size is a 4 with dresses you don't need to worry about your hips bc you can almost always shimmy something up them, and it looks more fitted if you're dressing for your waist
