A misogynist is a person who is extremely prejudiced against women. That’s definitely an interpersonal use, not a systemic one. Understanding interpersonal dynamics and how they go on to influence systemic issues is like, super important. Misogyny can refer to both institutional/systemic and interpersonal. It doesn’t make sense to say misandry doesn’t exist bc it’s not systemic when misogyny doesn’t have to be systemic to be called misogyny
To be clear obviously there is no systemic/institutional hatred of men (ig people are looking for "the effects of the patriarchy" here if they're trying to talk about systems?). People can definitely hate men on an individual level tho. I wouldn't call it misandry because that word is... sullied by MRAs and (as you said), can imply a preexisting systemic bias against men which doesn’t exist
