to be clear, the definition of water is H2O in liquid form. A single molecule of H2O will not be in liquid form. Once there is enough of a collection of H2O for there to be a liquid, it becomes water which is both collectively and individually water but only individually water so long as it is collectively water. Thus the H2O is in contact with other water, part of its own collective, thereby making said water wet as the definition of wet is to have water on your surface.
