And this is what I would’ve liked to have seen explored. Would explain why he wasn’t in Lagos at the beginning of Civil War but then Vision wasn’t either

Lagos seemed to be more of a covert ops mission. That was why Iron Man also wasn’t there. Make a public appearance at another location far away on the same day.

Thats true, he did refer to himself as a “active duty non combatant” which would imply he is still there to help just not as Iron Man.

There may have been some camera footage on peoples phones that got released, but you cant tell that he’s a robot just by looking at him or that he has any connection to Ultron. As far as anyone else would be able to tell Vision is a techno organic alien that time traveled from the Cretaceous period and is here just to see how things would pan out.
