The culture of basketball in Indiana is so insane no other state matches it. But also OKC basically plays in a minor league arena (by far the worst in the NBA) so that might contribute

NC is a close second (I went to college there), but I think IN definitely has them beat in pro and even high school ball

Yeah but NC only has the culture in college. Indiana has it at all levels. High school gyms average 10k people
