I agree. I could see arguments for A or E, but since we aren’t given enough info to determine which one takes priority if they overlap, the correct answer is probably B.

B because it follows that each space it moves right ads a thin line block to the top and each space it moves down ads a thick line block on the left. So two blocks right and two blocks down mean both the top and the left have two blocks.
