Not the HC like 6 said cus HCs don’t have that much power but the packers submitted the proposal to gen the tush push and then to ban assisting the runner completely and the vote ended up being 22-10, with them falling 2 votes short of the 24 needed to ban it. Scores are being brought up because the eagles also happened to beat the packers 22-10 in the wildcard, although of course it is reversed
