The law is simple and the stop sign off the side isn't relevant. The front red lights were illuminated before vehicle passed. If the red lights on the front of the bus are lit, you stop. You do not continue if there is no physical barrier between opposite directions of travel (guardrail/armco or median/verge). It holds the same force as a red traffic signal, but the penalties are much higher.
