Doesn’t always have to be the owner to let them in. Plus since the most stories, if ownership of the house changes and they have to get a new invitation. That would suggest that whatever magic also follows the law

You own the house and the government indirectly owns you, so the government indirectly owns your house and can invite anyone in via a judge

I would assume it’s OK because the house is under the law of the local government. So while it might be owned by somebody. A step above that is still the local government and they would act as the owner
