
Conceptually yes, but they then decided to do a genocide. And the actions of their government helped to incite the attack from Hamas in the first place. Hamas massacred civilians in an awful act, but that is fairly common in historical examples of colonized groups rebelling. (See: Geronimo and the Apache, the Indian Massacre of 1622, or the rebellion of the Herero and Nama). That does not make these actions okay, but they didn’t come out of nowhere.
And, might I add, Israel killed 223 Gazans during the 2018 protests, and continues to kill Palestinians in the West Bank every single year, where there isn’t active militant forces. So we could go down a whole list of “who killed who” going back 100 years but that doesn’t excuse genocide
