I can see both ways if I focus hard enough. But it looks more like spinning fast. You sort of have to let your brain get tricked into seeing back and forth.

If you look at the gaps in the blue lights, it appears to be oscillating. The gif’s author probably uses too few frames to reach a smaller file size, instead of creating a perfect loop
