Depends entirely on whether each section inherits federal military assets (and the loyalty of their operators) in the area or if they only have their own national guard assets. If they inherit federal militaries geographically, the East Coast has a major advantage.

Economic warfare is really hard to wage against a neighbor during a traditional war though, since it stops working if your own economy collapses through military occupation.

If they just have their own domestic assets and federal ones are not applicable, 1 and 3 both have an advantage of large populations to draw from and substantial open land to stage conflict in.

I think 3 has the largest capacity to wage guerrilla warfare and to maintain domestic production if we account for the vulnerability of western water infrastructure. Yes California produces a ton of crops, but if you bomb their dams that production is going to plummet.
