Batman will arrest the Joker just for the Joker to break out and kill dozens of people just to get arrested again and break out again. By not killing any villains, Batman indirectly kills hundreds of civilians.

I will say that villains are VERY lucky that Batman doesn't kill anyone, if there's anyone I'd be scared of on the Justice League it's him. Sure Green Lantern is the most powerful and sure Superman also exists, but Batman is the one you REALLY don't want to be put against.
