Yes but that typically applies to other 16-18 yr olds, an 18+ with under 18 is usually still a crime

In PA, the age of consent for s*xual activity is 16. But, there are also "Romeo and Juliet" laws in place, which provide some legal protection for close-in-age relationships between minors. These laws recognize that adolescents and teens may explore their sexuality with one another, and they can offer partial defenses to statutory r*pe charges if the activity is consensual.
