China is building them on the ocean so ocean water provides cooling. Finland places them underground in caverns and old bomb shelters, using the surrounding granite bedrock for natural cooling while capturing excess server heat to warm homes through municipal district heating networks. The U.S. is just greedy and doesn’t want the extra cost on the front end to make the sustainable.
