yeah I get this to an extent but it's def depends on the owner at the end of the day like my mom used a retractable leash for our dog so that when they were on trails he could wander without being off leash, then when they were around people she would lock it so he couldn't get beyond a certain distance

You’re not in control of your dog if you have one. Almost every day another dog runs up to my dog and I’m like wtf looking for the owner and they’re like 20 feet away not even paying attention
