i feel like you both have valid points and it’s a tricky situation. If this were my husband and I, I would tell him go with his sister and I’ll take her out the next day (assuming the wedding is for people you are close with). Yeah it sucks this happened and he no longer wants to attend, however it is his sister

He’s practicing weaponized incompetence by thinking it’s on a different day all of a sudden. When you’re married you put your spouse first even before your family, following that line of reasoning he should go to the wedding with you. Sure it’s different bc you guys are just dating but depends how serious yall are

definitely he should talk to the sister and explain the situation, and ask her if she thinks it’s a big deal. birthdays you can celebrate on any day, weddings are planned months to years in advance. she will probably be more understanding than he is giving her credit for.
