What do you call decent? As for organically, meet them at work, school, or through social events(the ones involving friends).

Usually, not always, when I hear that, it’s from people that want something that is not for them. There is usually more than one of a type a person. Find one, even if he is taken, and find out from him where others like him tend to be.
