He still doesn’t want to commit, he’s only promising that as to not lose you. His not genuine, cut him lose and find the better you deserve.

Yeah, I left in like May and over the summer he asked twice and now that we’re back on campus he’s asked again

Right, so he’s only been wanting to be together since you showed him you weren’t going to stay without commitment. Therefore I wouldn’t trust him to actually be able to give commitment if he’s just half ass promising you bc he doesn’t want to lose you.
