Go to them. My most successful events are the ones that require minimal effort from them. Literally went door to door and handed out candy today and like 80% of them loved it

Also take advantage of your “restrictions”. For example, my school requires us to do a certain number of events where it’s basically us taking them to an event on campus. I pick an event that ik they’ll be at, and if I go and see a resident, I count it as they attended bc as far as ik they went bc i advertised it (this specific example is a little bit of a stretch but I’ve had supervisors encourage these loopholes before lol)

I saw someone do a pot luck night in apartments that went really well, but they were friends with their residents which helped
