It’s because we live in America and respect the diversity that comes from everyone’s culture. For some people that’s just how they have grown up to live while others (like you) may consider it to be inconsiderate. Instead of being annoyed by it, try looking at the brighter side that we live in a society where someone talking on the phone too loud is an inconvenience for us. Rather have that then struggling to sleep because of the constant fear of death brought by the hum of drones sitting above.
