if you're living off campus this is definitely against the rules of your lease! if your roommate doesn't kick him out asap report this to your landlord if you live on campus then report it to your RA! I've had a roommate try to do this before and it really does suck. like utilities are already so expensive I'm not paying for an extra persons usage
