Assuming you’ve already told them they can’t be that loud that late every night, file a noise complaint on them. People like this need actual consequences before they learn how to be decent humans.

If you do and they’re not listening to you then noise complaint. They can find somewhere else to party

I know a lot of the time dorms and sometimes apartment buildings have established quiet hours, usually about 10pm-7/8am. Also it really should be common sense that 3am is way too late on a weekday to be making a bunch of noise.

It should be yes. The main point of setting them is to make it very clear to the roommate that you have an issue with this to see if they’ll be chill about it and find somewhere else to party. If you have made it very clear and they’re still doing this, that’s when you start reporting them for noise complaints
